The plan is one of the largest and most complex approved in Kiryat Ata by the IDF, and has therefore raised quite a few objections.

After 2 years of negotiations, the program covering 6,400 dunams has received approval. It will include:

  • 12,000 housing units,
  • A 2,200-bed hospital,
  • 1.2 million square meters of office space
  • A tram that will cross it.

The Israeli Land Authority prepared the plan with the help of the architectural office Dov Koren. This is one of the largest and most complex plans approved by the Israeli army since the establishment of the commission in 2014. Naturally, the plan has raised objections and the discussion lasted nearly two years.

It is planned to build buildings ranging from 6 to 18 stories high. With 1,300 apartments of less than 80 square meters. This should be cheaper, along with 1,400 protected housing units.

The promotion of this plan involved the efforts of the IDF, the Chief of Staff, and the Kiryat Ata municipality with the Ministry of Transport. Notably, with the aim of modifying the office’s plans. This was in order to pave Route 781 between Nazareth and Haifa as it passes through the new neighborhood.

Finally, they agreed that the road would become an urban road, with the light rail crossing connecting Nazareth to Haifa.

The width of the road will be reduced from 150 meters according to the initial plan to 45 meters. Following the approval of the construction plan in Kiryat Ata, the plan for establishing the tram line will also be validated.
