These permits represent a form of compensation for abandoning agriculture, and some see it as a money-printing machine without work. Today, kibbutzim and moshavim are allowed to create solar fields with the support of companies and banks.
Agricultural lands interest foreign investors, the land domain will focus on the additional rights granted to kibbutzim and moshavim in order to establish solar energy projects on the lands they hold.
Israeli agriculture has been reducing its activities in recent years by concentrating its flagship in the south of the country. Farmers in the North and Center are abandoning this profession, which is too risky and burdensome in the face of numerous problems and difficulties related to markets, and conditions (budget envelopes, export rights…) that are almost unbearable for “small agronomists.”
The solution would be to find an alternative to agricultural land, and what better than “the money printing press.”

The sun, which is very present in Israeli daily life, can prove to be a considerable asset, and earns money for electricity producers, whose prices have been steadily increasing since 2011.
Today, a series of discussions has been opened at the office of the Attorney General, with the participation of the Israeli Land Authority, the ministries of finance and energy, and the electricity authority. The need to transition to renewable energy is clear, to reduce electricity tariffs and to decrease pollution and greenhouse gases.
One might wonder how a country with solar water heaters has not managed to significantly increase the amount of electricity produced from solar installations, as per statistics: Germany, which is northern and cloudy, has a solar electricity production volume of 14% of total consumption, while Israel is around 3% of consumption – in terms of sunshine, Israel has the potential to produce double that of Germany.
Solar fields are land consumers; they require a lot of space, and kibbutzim and moshavim have plenty of it. The latter have received a permit to build solar fields on the lands they received from the state for agriculture. The building permit for solar farms is a kind of compensation for abandoning agriculture, and there are those who see it as a money-printing machine without working.
Today, kibbutzim and moshavim are allowed to build solar fields in partnership with a contractor covering an area of 250 dunams. Exceptionally, even two kibbutzim are allowed to consolidate the permit to create a project of 500 acres. MK Eitan Broshi, a representative of the Zionist kibbutz faction, recently occupied with various matters, including pushing for the approval of kibbutzim and moshavim to set up projects of 1000 hectares. There is no doubt that social organizations, such as the Mizrahi Democratic Rainbow, will once again overwhelm the issue of distributive justice and proportionality, as in the land court.
The state cabinet will make decisions very soon regarding the issuance of permits for electricity production and resale by individuals who own a few dozen dunams.
