Sous les auspices du programme, <strong>les terres priv\u00e9es sont devenues un produit rare et recherch\u00e9, et les propri\u00e9taires priv\u00e9s se sont permis d&#8217;augmenter leurs prix de plusieurs dizaines de pour cent.<\/strong><\/p>\n<p>Mais une personne qui poss\u00e8de des terres priv\u00e9es en Isra\u00ebl a \u00e9galement gagn\u00e9 une autre chose int\u00e9ressante: l&#8217;une des mesures prises par l&#8217;\u00c9tat pour augmenter l&#8217;offre de terrains r\u00e9sidentiels a \u00e9t\u00e9 une ordonnance temporaire promulgu\u00e9e en 2015, leur procurant un avantage qui permet un <strong>rabais important sur le paiement de la taxe sur la plus value.<\/strong><\/p>\n<p>L&#8217;avantage est destin\u00e9 \u00e0 quiconque a achet\u00e9 un terrain entre 1961 et 2001 et sur lequel au moins huit logements peuvent y \u00eatre construits. Cet avantage, qui permet une r\u00e9duction moyenne de 16% de la taxe , en fonction de l&#8217;ann\u00e9e d&#8217;achat du terrain , devrait expirer \u00e0 la fin de l&#8217;ann\u00e9e.<\/p>\n<p>&#8220;Pour pouvoir b\u00e9n\u00e9ficier de la taxe sur les plus-values, un certain nombre de conditions doivent \u00eatre remplies: premi\u00e8rement, il doit s&#8217;agir d&#8217;un terrain destin\u00e9 \u00e0 la construction d&#8217;au moins huit unit\u00e9s de logement. De plus, la construction du terrain doit \u00eatre achev\u00e9e dans un d\u00e9lai de trois ans et demi \u00e0 compter de la vente. C&#8217;est le terrain sur lequel un plus grand nombre d&#8217;appartements peuvent \u00eatre construits, la limite \u00e9tant l&#8217;ach\u00e8vement de la construction dans les quatre ans &#8220;, explique l&#8217;avocate Daphna Sirota Hollander, directrice du d\u00e9partement de l&#8217;immobilier et de la r\u00e9novation urbaine du cabinet d&#8217;avocats de Zvi Shov.<\/p>\n<p>Sirota Hollander note que pour ceux qui ont achet\u00e9 un terrain pendant cette p\u00e9riode, le taux d&#8217;imposition sur la vente a commenc\u00e9 \u00e0 augmenter d&#8217;environ 48%. &#8220;L&#8217;ordonnance temporaire r\u00e9duit la taxe pour ces ann\u00e9es \u00e0 seulement 25%, de sorte que le b\u00e9n\u00e9fice peut s&#8217;\u00e9lever \u00e0 des sommes importantes: Toute personne ayant achet\u00e9 une terre au d\u00e9but des ann\u00e9es 1960 ne paierait que 25% au lieu de 40%. Cependant, les promoteurs du secteur estiment qu\u2019en raison de la position de force des propri\u00e9taires priv\u00e9s, il n\u2019est pas certain que beaucoup profitent de cet avantage.<\/p>\n<p>&#8220;Ils veulent un million de shekels pour un logement \u00e0 Petah Tikva&#8221;<\/p>\n<p>Avi Zitouni, propri\u00e9taire d\u2019Azitoni, qui n\u2019a construit que des projets r\u00e9sidentiels sur des terres priv\u00e9es ces derni\u00e8res ann\u00e9es, d\u00e9clare que &#8220;<strong>les prix des terres priv\u00e9es sont fous, ils demandent un million de shekels pour un logement \u00e0 Petah Tikva, et il est tr\u00e8s difficile de n\u00e9gocier car les propri\u00e9taires fonciers comprennent qu\u2019ils ont le pouvoir et le prix<\/strong>. Nous n\u00e9gocions actuellement deux terrains \u00e0 Petah Tikva et \u00e0 Kfar Saba, et rien n\u2019indique qu\u2019ils se pr\u00e9cipitent pour vendre. &#8221;<\/p>\n<p>Zitouni a ajout\u00e9 que &#8220;les augmentations de prix dues au programme du Mehir Lamishtaken sont si importantes que les propri\u00e9taires fonciers n&#8217;ont aucune raison de se pr\u00e9cipiter pour vendre, et ils ne sont pas emball\u00e9s par cet avantage fiscal et la plupart d&#8217;entre eux attendent des augmentations de prix suppl\u00e9mentaires cette ann\u00e9e.<\/p>\n<p>Sirota Hollander estime que les propri\u00e9taires susceptibles d&#8217;\u00eatre int\u00e9ress\u00e9s sont ceux qui envisageaient de vendre prochainement de toute fa\u00e7on. &#8220;L&#8217;avantage influencera \u00e9galement ceux qui h\u00e9sitent dans un avenir proche, car pour chaque million de NIS, le vendeur \u00e9conomisera 160 000 NIS en paiements d&#8217;imp\u00f4ts.
